政策

A policy is a written statement that translates the university’s mission, 将价值观和义务转化为日常行动，向大学社区明确其成员将被追究责任的行为.

程序 are related to the accomplishment of a task or goal. The actions outlined are mandatory for a specific situation. A greater amount of text is typically needed to explain 过程s.

The requirements and steps of the 过程 should be well developed and explained. 程序的解释将需要解释和处理各种场景和情况. If 过程s are required to be completed in a specific order, that should be noted as part of the 过程 content and the order identified. 程序 should outline and explain the process. 程序不应该用来代替对工作实践的培训和理解.

It is NOT appropriate to develop 过程s when:

• an institutional policy prohibits certain actions.
• an action or behavior is prohibited by law.
